Summary

As a Realty Specialist (Lease Contract Officer), you will perform a wide range of large scale, highly visible, and highly complex realty transactions. You will serve as an expert, technical authority and senior consultant to management officials on acquisition and management of real property.

Location of position: Public Buildings Service, Leasing Division, in Portland, OR or Tacoma, WA.

Realty Policy:

  • Performing contract reviews to ensure compliance with regulatory requirements and national or regional directives.
  • Serving as a technical authority and senior consultant for key management officials.
  • Providing technical and expert advice in the development and implementation of real estate policy which may include interpreting laws, policies, and regulations.

 Program Management:

  • Manages the regional Automated Advanced Acquisition Program (AAAP) implementation and oversight.
  • Oversees regionally posted Request for Lease Proposal (RLP) and lease documents. 
  • Evaluates proposals received in response to the RLP. 
  • Identifies specific lease actions procured through the AAAP. 
  • Executes leases in AAAP; and trains customers and lessors.

 Realty Transactions:

  • Preparing and reviewing required legal documentation to support acquisition determinations in accordance with applicable law, regulations and policies.
  • Executing contract negotiations as a technical and programmatic expert, including meeting and dealing with high level business, industry and/or government officials.
  • Preparing Realty documents such as milestone charts and schedules, market survey forms and reports, price negotiation memos, leases and all lease association documents.
  • Implementing project management principles to manage a full range of highly complex realty projects including performing a full range of activities such as project identification, initiation, planning, and executing.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • The incumbent of this position is required to obtain and maintain a warrant and FAC-COR Level II Certification in active status.

The GS-13 salary range starts at $111,234 (Portland) and $115,793 (Tacoma) per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is defined as experience in managing a wide range of large scale, complex, and/or high visibility real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices. This experience must include performing the following:

  • Lease acquisition including negotiating, preparing and executing real estate contracts;
  • Conducting market surveys and real estate site inspections;
  • Performing real estate project management using project management tools to manage projects from inception to closeout;
  • Conducting cost analyses for real estate transactions;
  • Monitoring lease transactions and documents for procurement and financial accuracy; and
  • Analyzing and providing technical advice and direction in the development and implementation of real estate policy.

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA’s. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.

  • Expert analytical skills, including expertise in applying a wide range of qualitative and quantitative techniques.
  • Ability to provide expert guidance to solve complex and controversial issues.
  • Skill in communicating effectively in writing and orally to plan and implement strategies.
  • Knowledge of customer relationship management tools, initiatives, and evolving software tools to aid in varied business assessments and customer needs management.
  • Project management skills to review specific project/program goals and objectives.
  • Knowledge of contract types, methods, and techniques.
